Harliquin Rasbora - Very Ill

Ok - in my tank I currently have 2 Endlers, 6 Harlequin Rasbora and 6 African Dwarf Frogs - its a 60l

Anyway 1 of my harlequin rasbora is very ill - it is having a lot of trouble swimming, with it's 'tail' falling behind it's body until it's diagonal. On the top of it's head, between it's eyes, are some white dots - one was about 1mm in diameter - much bigger than whitespot. On one side it's whole main body is covered in some kind of irritation that looks very much like a burn, but it couldn't be as my heater is covered with a plastic cover. It's finding it very difficult to eat and sometimes just stayes on the bottom.

Thanks for your help - some things to consider:
I do have a spare tank available for quarantine, but it isn't cycled
I have some salt but I don't know if it would burn the frogs skin..

What are your tank water stats in ammonia, nitrite, nitrate, and ph.

Does the fish look bloated.
Does it look like the tail is weighing the fish down in the water.
Any redness to the spots.
Any signs of flicking and rubbing.
Any excess mucas on gills or body of fish.
Any red pin prick marks on the fish, red patches, bleedning beneath the skin, a red rash or red sores.

Does the fish look bloated. No, if anything thinner, especially on the 'burn' side
Does it look like the tail is weighing the fish down in the water. No, it looks more like it's struggling to keep any of its body up
Any redness to the spots.
Any signs of flicking and rubbing.
Any excess mucas on gills or body of fish.
Any red pin prick marks on the fish, red patches, bleedning beneath the skin, a red rash or red sores.

As I was checking it sadly passed away. Thank you for your help wilder, it just was too quick

Is there a chance this was a bacterial infection? If so, I'll observe my fish closely for the next few days
 
Has he lost weight due to not eating.
it sounds like septicemia but want to make sure a parasite not involved.
Any excess mucas or any signs of flicking and rubbing.
Any redness to the spots.
