Hair Like Stuff On Plant

so iv set up a planted 30 litre
the lighting doesnt have a wattage number on it but the tank is a superfish 30 litre
anyway iv put in some plants and 2 of them have grown hair like substancce all over the stems which are dying
there are so many dead leaves in my tank every day so can anyone what cheap ways are there to fixing this?
fertiliser or somebody suggested light reflectors???

what length is the tube?

it is hair algae, and usually caused by ammonia which will be coming from the rotting plants.
