Hair Algae?

I have a 2.5 gal. planted tank with a heater and filter. The only inhabitants are a betta and a cherry shrimp. It has lots of bogwood in it; for plants it has java moss, a plant that looks like a mirosword, and a few others. For lighting it has a 13watt 7200k blub, I dose ferts sometimes and the tank gets no CO2. Now I have a problem with hair algae in this tank. I do water changes every week, I change about 50% of the water and get as much algae out as I can. The tank has a open top because the bogwood sticks out of the water. It is also infront of a window, but the top of the tank only goes a few inches over the windowsill. I put a piece of paper in between the tank and window, but this hasn't help at all. What else should I do to get rid of the hair algae?
