Hair Algae Problem

My tank has exploded with what I think is hair algae. It's covering most of my plants and I've had to scrape the tank walls twice this week. It's fuzzy to the touch and doesn't come off very easily. Also I've noticed it bubbling today. What can I do to get rid of this stuff?

1) physically remove as much as possible
2) 50% water change

3) dose excell if necassary

repeat steps 1 & 2 every 3-4 days
 
Im guess its BBA. Could you try to tell us about your setup? Lights-time, Co2 , Ferts,

BBA is usually caused by low co2 or unbalanced tank.
