Hair Algae Problem

My tank has exploded with what I think is hair algae. It's covering most of my plants and I've had to scrape the tank walls twice this week. It's fuzzy to the touch and doesn't come off very easily. Also I've noticed it bubbling today. What can I do to get rid of this stuff?

This site should help you identify the exact type you have and give you some tips to try and combat it.

If it is hair algae then it may be quite a struggle.

What's your current setup?
Tank size?
Fish?
Lighting?
CO2 injection?
Fertiliser Dosing?
Water stats if you test them.

10 gallon, bunch of guppies, 2 ottos, one african dwarf frog. Very low lighting (~15W). No CO2, noferts, just eco-complete for now. Haven't tested the the water stats in quite awhile but I can if it will help.
