You have a nitrite reading so there the problem, immediate water change.
How long has the tank been set up.

Well, your nitrite is way, way too high. A level of 3 ppm will kill most fish, and yours is at 20. It is painfully obvious that this is the problem. Are you sure you didn't mean "nitrate"?

But it can be fixed, if you do water changes. Have you done a fishless cycle, or have you cycled with fish? It appears the cycle has not completed yet.

I would suggest doing water changes (make sure the water is free of nitrogenous compounds) until your nitrite is back down to 0.5 ppm or less. Continue doing water changes every time the nitrite goes up, and you can revert to bi-weekly changes when the cycle is complete.

I'm guessing he mixed up nitrite and nitrate as no freshwater tank can possibly have a reading of 0 nitrate. Also, popeye is a symptom of an underlying problem such as water quality, internal infection, parasitic infection. Do the water change for now as it can only help.

my bad i mixed it up nitrate is 20 and nitrite is 0 Sorry
