Yes, it is swim bladder infection. Unfortunately there are not a whole lot of sure fire remedies. Do a water change for sure. You can turn up the heat a bit to 82F. Try getting some medicated foods for feedings if the fish is still able to eat. Some people also recommend feeding peas as well. Microwave some peas, let them cool, remove the shells, and smoosh them up a bit for feeding. This is a good regular practice normally anyway as it makes fish relieve their bowels...like crazy.
