Guppy Lying On Bottom

All my water stats are fine and the one change I can see is temp has raised 2 degrees due to hot weather. One of my guppys is lying on the sand and although he can swim he drops back to the bottom of tank pretty quickly. He had a similar problem about 5 months ago but was floating up instead of down, he eventually got better though. Is this swim bladder problem if so are there any good meds. He is 19 months old now is this old for a guppy?
 
no3 25, no2 0, gh 10, kh 4, ph 6.8, ammonia 0. Temp has raised from 26 to 28. Did water change yesterday which took it from 29, window is open by tank and after today weather should be getting cooler. Ive just woke up and he is still very much alive but still lying on the bottom. As I said before he has pulled through after an incident like this before, but this does seem more serious. Forgot to mention he has slept on sand for about 8 months every night where as other guppy sleeps swimming. Not sure if that means anything apart from he is a bit lazy. Any suggested meds would be big help as im quite fond of him and the blue guppy would be gutted if he lost his swimming partner.
 
If a Guppy makes it to 19 months that's fairly good going. They're nowhere near as hardy as they used to be, due to massive over/in-breeding. May just be it's time to go.
