Guppies Are Not Breeding

I have a divided 20 gallon tank.
 
One side has two snake skin males and several females. Other side as two dragon guppies and two large females.
 
Ive's let them sit in there for three weeks, only one female has given birth of the bunch.
 
Water temp is fine, though I'm about to blast some Berry White to get them moving along. 
 
the numbers are wrong for guppies. There should be 2 to 3 females to 1 male. One male to one female ratio is bad. The males will harress the females and they could well die. It would be better to keep the two females and remove one male - even better if you can add another female to ration out his attentions
 
Introduce new females. 
I've had guppies before and they didn't breed for ages. Like talking almost half a year before I even got anything. It's quite possible they have bred the females have given birth and the fry are just being eaten too
 
A guppies gestation is around 4-5 weeks, 3 weeks is not very long to get results do the females look gravid ever? it may be just that they have given birth too and the fry have been eaten do you have a filter? also what is the divider like as they may be getting through it, if you can get a full tank shot maybe we can get some idea

do you have plenty of floating plant cover also for the fry to hide as that will help.
 
I've moved my fish back into my 55 gallon community tank and the other male guppies are already chasing after the females. If there was baby fry born, I would have noticed as I keep track of their drop dates and by which female/ how many fry they have had.
 
I was trying to work on a strain, though guess I will need to try at another time. 
 
I've found out the problem, the water was not being circulated enough. Let's try take two now.
 
That’s not the problem why your guppies haven’t had more fry. It is more than likely that they have had fry and eating them.
If you want to work on a strain why do you want fry from three different females.?
 
The only way to breeder larger females is through genetic's.
