if im getting a gsp does it need a special "saltwater tank" or can i just take a tank and watch the salt levels?

A GSP is a fish that needs a mid to high brackish environment. Some people even keep them in full seawater. Thus, you need a mid to high brackish tank or even marine. This should really be in the brackish section though, since this puffer is brackish. Does this answer your question?

but theres nothing special to have with the tank. as long as i moniter the salt levels? like no special filters or anything that adds on to the tank?

the only thing extra you would need would be instant ocean salt, a bucket to mix it in, and a hydrometer/refractometer to measure the levels of salt. In most cases they have a tank dedicated to just them, quite sensibly.

You wouldn't be able to keep it with community fish, bear that in mind.

Depending on how high you keep your sg at, you may want to add a protein skimmer, but it is not a necessity.
