You can get internal UV sterilizers from ebay for about £23 and yes they are expensive.
Lighting is a topic in itself. I would knock it down for now, even if you add more plants because plants are not as light hungry as algae is to grow - once the plants take over, up the lighting. Do a MASSIVE water change prior to adding new plants - as this will make planting easier anyway and clear out some of that bloom. An initial reduced lighting regime should hold the algae at bay until the plants establsih (roots are not as important because you are dosing directly into the water column and is the most efficient source of ferts for plants anyway).
