Green Like Blanket

my friend has recently started getting a green like blanket in her tank it kinda looks like plastic or spilt paint, you can peel it off quite easily but it just keeps coming back it dosnt cover some or the ornaments in her tank but most of them she hasnt bought any thing for her tank for ages and has had it set up for years, she totally gutted the tank and cleaned everything but yet again it has come back
what is it and how can she get rid of it

Heard of it but don't no much about it, there blanket weed or algae do a search on the net, or go to the plant section of the forum, good luck.
