Green Dust And Bubbles

Hi all
Weird thing happened today and I'd love some advice.
My tank developed some sort of algae all over the surface of the water. It had big bubbles within it so I panicked that the fish might not be able to breath and did a 25% water change which has temporarily cleared it I think. I have adjusted the spray bar so that it aggitates the surface of the water - theory being the green dust won't be able to form as a sheet again. I am a bit baffled though as what it is and why it happened. Can anyone shed any light???
The tanks is a 125lt with 6 glowlight danios 6 black neons 2 bolivian rams a few khulis and a hoplo cat. It might be slightly overstocked(??) but ammonia and nitrite are 0 and have been ever since it was set up nearly 10 months ago.
There ae quite a few real plants and I added CO2 about 3 weeks go as I thought they needed some help. I imagine the CO2 is the guilty culprit and it is some sort of growth spurt(?) but otherwise what should or can I do?
