Gravel to sand

I recently changed my substrate from gravel to sand and its been a week and there is still some cloudiness. I’ve done two water changes and there is still no difference even after i add water back into the tank.
 
The cloudiness may or may not be sand 'fines'. It could be a bacterial bloom.
The substrate (you removed) was home to a plethora of beneficial bacteria beyond just the bacteria that handles N2.
Assuming you washed/rinsed the sand well before the replacement, you might be best served by stopping water changes and use fine filter media and just be patient as the substrate eco-system rebuilds. Bacteria blooms usually clear up in 2-3 days (sometimes longer).
 
I agree with AbbeysDad. I have changed all my tanks from gravel to sand and clearing periods varied from tank to tank.
 
agreed, when I changed my heavily planted 5 gallon to sand once, with a pretty good filter too, it took around a week or two to clear up, it happened to be a bacterial bloom.
