Depends on the type of tank. A fish only, or low planting level tank will be fine with either, and the "best" one is down to personal preferance. For planted tanks, fine gravel or sand, often combined with a planting substrate is best, as it allows the plants roots to spread through easier :good:

I am unaware of any fish that will not do well with sand. I would use a plant substrate for a base layer, something like Tetra eco complete, and then top it off with sand, if you are having root feeding plants. If you are going for stem plants, than all sand would be fine, so long as you use a good liquid fertiliser. I use Waterlife Tropiflora :good:

hravel sand is horrible when wet gravel easier to deal with not many people hav sand in there tanks es[ecially with fish
 
Fine gravel is best.
From a live plant growing aspect
Sand compacts too easily and chokes root systems and is a nightmare to keep clean.
On the flipside Pea gravel is too open.
So with fine grave you have the beat of both worlds.
