Fish Symptoms (include full description including lesion, color, location, fish behavior):
--- gourami (dwarf, neon blue) has been pacing the tank, today I noticed what looked to be a small bump just above his gill, and possibly one on the other side in the same place. never noticed these before, also he flicked against the tank walls twice on each side (which is why i think there is one on the other side though i can't really see it.). I can't tell if there's any real discoloration. There appears to be some red/orange, but it may just be his coloration.

Volume and Frequency of water changes:
--- recieves water changes once a week of 1/4 to 1/3 of the water removed, plus gravel vac

Chemical Additives or Media in your tank:
--- stress coat, melafix for a nipped fin (using correct dosage)

Tank inhabitants:
--- 1 dwarf gourami, 4 dwarf platies, three shrimp (who have been removed in case of medication with copper/etc.)

Recent additions to your tank (living or decoration):
--- shrimp - from another tank (healthy by all appearances), 4 dwarf platies - week old addition from lfs

Exposure to chemicals:
--- nothing i can recall except for the above

Does this sound parasitical in nature? Or perhaps a burn of some variety from the NO3 or ammonia? The platties seem to be completely unaffected, currently, and are even attempting to spawn.
 
Usually problems in the gill area occur due to the high amonia level in the tank. You should remove the dirt placed in bottom of the tank. And after 2 days perform a full water change.

You need to get that ammonia reading down as that want be doing his gills any good
The bumps sound bacterial on his gills, how big are the bumps and are they smooth looking.
 
The ammonia is certainly an issue but it sounds more like the beginnings of an ulcer/bacterial infection to me (very common in dwarf gouramies and likely brought on by the inadequate conditions). Irritation of the gills usualy results in them being particularly reddened, the fish may exhibit flashing/flicking and you'd expect him to normal in shape.

Lower the ammonia levels but then, if there's no improvement, you need to treat with an antibiotic. BTW, no, it's not a parasite :)
