what does it mean when goldfish spend most of their time at the top of the tank??

it's usually a lack of oxygen in the water. Increase surface turbulence and check the water quality. If the water isn't up to scratch then do some partial water changes using dechlorinated water with a similar temperature and PH to the tank.
