Goldfish acting very strangely

I have 2 goldfish in a 20 gal tank. one of them has dug a hole in the gravel and is laying in it. It is eating normally. Any ideas???

Sounds ok to me, what are yours test results in ammonia,nitrite,nitrate,and ph.

if everything is ok with it, it might just be its personality.
