Glo-lite Tetra Sick Again

One of our two remaining Glo-Lite Tetras has an oddly exposed gill on his left side, instead of it being closed you can see the red coloring within the gill and it doesn't seem to ever close "normally".

We origionally had 3 of them, they had a bacterial infection and we lost one. The other two did fine with the medication (Triple Sulfa) and after more than a week of treatment they were moved over to the 30 gallon community. Now one seems fine, and the other has the problem listed above :(
 
It may be some sort of parasite, like gill flukes. Isolate him if you can, and treat with something to combat parasites.

Luckily we now have a full 10 gallon hospital setup.

Right now I'm treating the Tetra with Bacterial infection stuff, but I can swicth over to parasitic medication that I have. Should I just put the carbon filter back in the tank and let it cycle for a day and then add the new medication?
 
Get a magifying glass and try and take a look behind the gills to see if you can see a parasite.
Best to treat the whole tank for gill flukes, do a water change, run some carbon, then add the gill fluke meds, good luck.
