Are they safe for the fish to eat?

Most likely Glassworm or phantom midge larvae

A wee bit of a debate about these as food stuffs as they posess a hook like appendage at the front end and there are reports that they can kill/mame small fish.
I keep killifish and have no problem feeding them to toothcarps but I would err on caution if feeding to small fish.

Eeek! What about feeding to bettas? I can't really tell if they have hooks or not, they are moving quite quickly and are fairly small but I'll check again.

Heres an article that will explain in greater detail about the Phantom Midge Larvae from my friends site at Otley AS.

I have never had a problem with them just exercise caution. I used to buy them as glass larvae in bags by themselves but you say yours came with the daphnia which is not such a mystery as glass larvae feed on daphnia etc. I prefer not to use Daphnia nowdays as I dont really think it has a great nutritional value for my fishes needs. Much prefer cultured worms and adult brineshrimp.
