I'm not sure what that tank is so could you tell me how many gallons it is?

Does that 60 mean 60 liters? If so, that's about 16 US gallons.

I don't know about the guppies, but the tetras and otos should be just fine.

Well if its only 16 US gallons with 5 guppies and the rest, I think you'd have problems. The rams would be very aggressive during spawning times and the rest of the fish would not have enough room to get away. My rams chase my DISCUS around in a 55 gallon tank. The discus are more than half their size!!

You could probably do one, but rams aren't normally happy all by themselves (no other rams). I personally wouldn't do it. You could give it a try if you know your lfs will take the fish back if he isn't happy. (Hides all the time and wont eat.)

What *I* would do is get rid of the guppies and just get a pair of rams 1 male, 1 female. You could leave the neons and the otos. (But the neons *might* get chased during spawnings.
