Fungus? Or something else?

Hello All. Newbie here. I plan on reading the pinned topics ASAP, but was hoping somebody would have an answer to my question so I can take action if necessary.

I bought a male Betta about 3 or 4 months ago. Like the other Bettas there, he lived in a nasty little plastic cup at a discount store. I felt sorry for them, so I took one home and named him Atticus. The cups all had clear water, but there was clearish fluffy bits floating in the bottom of the cups. I was suspicious of some sort of fungus, but the fish himself looked fine. No fuzzy growths or abnormal spots attached to his fins or body at all.

I noticed that the fuzzy stuff continued to collect on the bottom of his bowl at home, but the fish looks and acts fine as far as I can tell. Sometimes after water changes (aged water with some "start right" chlorine/chloramine remover and stress-coat additive stuff) the fish has some clear stringy stuff trailing off of his fins that falls off and does not re-appear until the next water change. Is this some sort of shedding of his slime coat due to damage? Or is it fungal growth due to stress?
The fuzzy/slimy stuff is not a constant thing: there are no permanent spots of it attached to his body.

He tends to hang out with clamped fins, but when he swims his fins fan out (although he doesn't have much swimming room). He lives in a 1 gallon fishbowl at room temperature. I want to move him to a larger filtrated and heated tank, but only if he's fungus/parasite-free. If he needs to be treated, I wish to do it now before moving him. What do you think?
