Fungus Mouth

Hi
I am new to tropical fish keeping (although my dad has kept tropical fish as long as I can remember). Below are my stats:

Tank size: 270l
Filtration: biological (carbon and noddles)
Fish: Scissortails and danios
pH:6.8

I have had my tank running for about 7 weeks. I also used Stability to kick start the biological filter. After about 3 weeks I introduced 6 scissortail rasboras (one was very skinny but was very active). All was well. Two weeks later I introduced 7 danios. Within the first two weeks I had lost two danios and another one the next week. There were no unusual signs on the dead danios but one was covered in fungus. I thought it was a problem with the danios as the shop assistant did not appear to be that careful in catching them in the shop. However today (after the rasboras had been in the tank for over four weeks the skinny rasbora had what looked like fungus around its mouth. It also had difficultly swimming and layed on the gravel (ie dying).

I am now worried if it had cotton mouth and if this may have infected the whole tank. One of the rasboras has the start of white around its mouth.

I will be buying a quarantine tank tomorrow, but I am not sure what to do. I presume if I add an antibiotic to the quarantine tank and the main tank this would kill all the bacteria and I will need to cycle the tank again.

Does anyone have any advice and ideas on what this may be and treatment?
