What the minimum gallon requierments of a frontosa???

One frontosa will go in a 75 gallon no problem. For a colony you're looking at 125+ gallons, and the bigger the better.

A 65 will do for one, as long as it isn't a 'tall' tank.

What if its 38 long, 24 tall and 16 wide

Sorry the dimentions are 36by 18 by 24

Technically you can do it, but really I'd consider other fish for a more rewarding tank. An adult frontosa in that tank is sort of akin to a goldfish in a bowl - not terribly exciting.
