Frayed Fins

I have an eibli angel that has been in my tank 4+ years.
recently I have been noticing that it's fins are becoming frayed and torn.
all other fish are fine.

I have two red leg hermits and a coral banded shrimp that could be doing it (probably
at night).

could this be the reason?
as I said the other fish look very good.

Perhaps, but more likely one of your other fish picking on it.

Yeah what other fish are in there? COULD be the CBS but I'd prolly suspect a fish first

right now the only other fishes are a percula clown
and a twin spot wrasse, neither of which I have ever seen
picking or chasing,
which makes me think it's happening at night.

Gotta be the CBS then. Wrasses and clowns pretty much go striaght to sleep at night so they're probably not your problem. Nor are they agressors towards angelfish anyways. Redleg hermits are algae eaters and scavengers, they'd never harm an angel. Gotta be the CBS given those stocking options.
