Foreground Plants

Hi there. I have a planted tropical tank with co2 and weekly liquid fertilizer. all my plants are growing well .but my problem is that I would like to grow foreground plants. I have tried in the past but the individual plants either float out of the substrate or grazing fish disturb them and they then float out. Any ideas on keeping these tiny plants planted.
