Foamy, Suds On Top Of The Water

I purchased a 55 gal tank from a friend that had a reptile in it. I didnt know but he cleaned the tank with a cleaner before he gave it to me. and now after i have the whole thing set up and running i have alot of bubbles on the top that dont pop right away. almost like small soap bubbles. Is there a way to correct this without drainy the whole tank and taking everything out?
 
Important lession learned here I hope .... assume NOTHING, clean everything, even from the LFS !!!!!
No, theres nothing you can do apart from strip it down, and do it right ! :/
 
Will i have to buy new filters. Im using a penguin Bio wheel 350. and is there anything to treat the water with after i get it all set back up again to make sure all soap residue is elliminated.

I totally agree with this, especially with the new tank part. Many people assume a new tank is clean, they are for the most part machine made, and machines need oil & are often cleaned with solvents. Brand new tanks should always be rinsed, and new tanks are one of the few times I will run carbon for a few days.

I hate to say this, but yes, you will need to take it all apart, and rinse it down as good as possible.

***Edit To Add***

You should be able to use the filters after you rinse them as well, don't forget to rinse decorations or substrate. Carbon will remove any chemical impurities, and should help with the soap residue, rinsing everything down is the best fix, a hose is a good tool for this.
 
Well i tore the whole thing down and rinced it real good, i also put in new stone and and rinced everthing off real good. But still no luck i got the same thing again. I dont know what to do. Anybody got any suggestions
 
Sometimes tap water does this when ran into a tank at a high speed. Does it settle after a while? Does it have a scent at all?
 
It doesnt seem to settle down at all unless i pull the diffuser's out of the ugf. Then it calms down quite a bit. NO ODOR.. I'm using a A Penguin 350 and a ugf with 2 upright tubes in 55 gal. And i tested the water and it has a PH of 8.0. I also put 6 zebra danio's in it the day after i tore it down and recleaned. and their doing fine 3 days now.
