Fluorescent Starter unit

I put this in h/w but got no reply so here we go!:

Is it ok to use a 40w Fluorescent Starter unit with tubes 30w or less?

I asked the same thing from my lfs some time ago, they said if your tube is lower wattage than the unit then your tubes wont last as long and if your tube is higher wattage then unit it may not burn as bright.

not sure if its true but thought I would help.
