How long should you keep the light on in the cover of my tank,, 25gal

In the simplest terms:
You need to keep your light on for at least 12 hours a day if you have live plants, but might want to break this up a little to prevent any algae growth eg 5 hours on, 2 hours off, 5 hours on. Your plants will still think they get 12 hours.

As to your fish, depending on where they are in your house they may already get enough light to go about their business - unless of course it's a marine tank then they will need more.

If it's not marine and not planted, then you probably only need the lights for your own benefit, so you can watch your fish easier.
