Ok basically I was wondering, using Riccia as a floating surface plant instead of a carpet etc. Does it still pearl when floating on the surface?
 
Only if the plant-let is underwater. Otherwise if it was out of the water you wouldn't see the oxygen gas would you :)
I've got riccia floating in my 25litre and its about 2inches thick now, so some pieces are underwater and it pearls. Thats with TNP+, CO2 and only 22W light.

Got a pic? Im trying to do a biotype and need to find the right floating plant for the job...

it would be interesting to see how this looks from the front of thank. does the floating plant mass make the tank fairly dark/shaded?

When it gets too thick then yes the tank is considerably shaded.. Unfortunately it will never create those shining beams of light through water. Halogen spot lights are far better at that.
