Floating Plants

I'm going to set up a 35 gallon hexagon tank in the next few days. I would like to plant it, but the fixture will only take 14W bulbs. I'm wondering if I could just float some hornwort, anacharis, or some other hardy plant on the surface instead of planting them on the bottom. Would this help the plants to grow better? I really don't have the time or the money for a higher light tank. (FYI, this will be a tropical tank with loaches and rasboras or white clouds.)

Yeh I have both hornwort and anacharis floating around my non-plant tank and they seem quite happy and the fish like the extra over too.
