Floating Plants For .75wpg ?

So with.75 watts per gallon, and hard water, are there any floating plants I can have ?

Its 18w over a juwel rekord 96 , comes to bout 24 gallons or so..

I really like amazon frogbit....

Would the light levels be more , because the floating plants are very close to the light ?
 
I just got some today from a forum member, I managed to come across a pfk blog post saying that hard water over the hardness level of 12Gh(and my water is 18Gh, terrible ! ) is likely to affect the uptake of nutrient for amazon frogbit, because it firs up the roots or something....

I then take it my new plants are gonna die ?
