Hi, one of my red lined torpedo barbs has flared gills, please ask more questions to help diagnosing the matter. THanks

ammonia: 0
nitrite: 0
nitrate: 10ppm

tank temp: 27 degrees
Fish Symptoms (include full description including lesion, color, location, fish behavior): Bought 10 these fish in two separate batches (possible cause of this). about 3 months ago i have noticed that some of my fish started 'flashing' and scratching themselves. It has stopped now, but 1 month ago i noticed just 1 of the fish has flared gills and has been getting skinner by the week.
The other red lined torpedo barbs are eating well and responding well to your presence. This fish still eats during feeding time but seems to be eating less + also seems to be a bit more skittish. Another thing, is that, it has laboured breathing but is not going to the surface to breath.
Volume and Frequency of water changes: 1/3 water change every week/fortnight
Chemical Additives or Media in your tank: Flourish excel tabs + pressurised CO2
Tank inhabitants: Congo tetras, neon, rummy
Recent additions to your tank (living or decoration): A nice tiger lotus
Exposure to chemicals: CO2?
Digital photo (include if possible): Cant get a proper one, they are crazy swimmers. Heres what it looks like, its in the middle
