Fishless Cycle Blues

hi all, newbie here, i started fishless cycling my 165 litre tank 3.5 weeks ago, all started well, added 4 ppm and nitrites rose gradually i topped up until nitrites teached 2ppm then dropped my ammonia to 2ppm and waited for nitries to fall and nitrates to rise. troble is my ammonia has been sat at 2ppm for 2 weeks now and won't drop. i'm adding no ammonia to the water and i think i may have stalled. pH is 8.2, tap water is 7.4. ammonia 2ppm, nitrites off the scale purple and nitrates 40ppm.

Does anyone know as to why my ammonia won't drop, thanks in advance.

Welcome to the forum danking.

If you have a log of your testing results by day then post those a well so we can see how it has been progressing.
How many ml of ammonia have you been adding?
What temp is the water? For cycling 29c is recommended.
What filter are you using?
What type of test kit are you using?

If you have not read the beginners resource section then have a read.
Surf the forum and have a look at other folks cycling logs and experiences.
