would it be safe to use weights designed for fish hooks to hold down a plant that keeps trying to float upward?

if you mean plastic plants i would use larger stones, since all the weights i've used are lead it could have ill effects on the water

The weights that come on live plants are also lead. Many people 'recycle' these lead weights to hold down veggies in the tank as food, so I would think a lead weight to hold a plant down until it establishes it's roots should be fine.

lead fishing or plant weights are fine and quickly oxidise underwater. They go from shiny silver to dull grey. Then they are harmless.

erm, does that meant that I shouldn't 'clean' the lead weights each time I remove them?
