Fish Tank Water Not Clear

Hi, Quick Question I Have Had My 10g Running For 24hrs Now I Want To Start Moving Fish Asap. I Have Added Filter Media To Do A Fishless Cycle But. I Washed The Tank Out 5 Or 6 Times But For Some Reason Only The Top Of The Water Looks All Distorted Kind Of Like An Oil Is On The Top If I Look Up Through The Tank From The Bottom I Cant Really See Through It.
Is This Normal. And If Not What Steps Could I Take To Prevent This Thanks
 
Do you have any candles in the room or spray any fragrences or cleaners of the sorts?
Do you have any aeration running in the tank to break the surface water?

No Candles Ive Sprayed Cologne But Im Positive It Was Far Away From The Tank And Directly On Me. And I Have An Aerator But Its Not In Use Should I Put It In There I just Dont Know What To Do

Hot Water. I Scrubbed It Pretty Good. And Also Before There Was Blue Gravel In There And The Paint Leaked Off It Into The Water I ThinK That Might Be A Possible Cause but I Scrubbed It Real Good Ive Had The Filter Running For At Least 24 hours And Its Still There

I would wait a little. I would turn the aerator on to get the surface agitated, see if that helps at all. I know with my water i sometimes get film on the top if the water has no movement to it.Also do you have carbon in the filter (i'm sure you do but just double checking).

Yes I Do Have Carbon In The Filter. Im Getting Worried About My Fish In The 5 G It Makes Me Want To Move Them My Black Molly Just Sits At The Top Of The Water Wagging Its Whole Body Like A Dogs Tale And My Dalmation Molly Keeps Picking On It Im Unsure As To What I Should Do But Thanks For The Help So Far. And Does The Film on Your Water Ever Apear Right Away Like Within 24hours Of The Tank Being Filled?
 
When there is nothing agitating the waters surface yes. In within 24hours it appears. It is difficult to say what all exactly it could be.

I have bettas also that I keep and in thier containers there is nothing agitating the surface, so sometimes they build up an oil like substance on the surface but that I believe could be the fish itself. Because fish produce oils.

Is there a way you could test your water? To make sure anything else is okay?

Also you could try lowering your water level so that where your water flows out of the filter it can agitate the surface a little. See if that helps any.
 
Maybe try just a water change first and see if that has an effect on the water, before you do a full clean out again.
 
After Careful Observation I Have Determined That It Is Not An Oily Substance After All I Turned The Aerator On And Little White Particles Started To Go Everywhere Inside The Tank I Hope My Filter Can Trap All Of These After A Few Hours Hmm. Not Quite Sure What It Is Just Want It Gone
