Fish Tank Cycling? Please Help!

What does it mean to cycle a fish tank. I am buying a 25 gallon aquarium and people say I need to cycle it. What does that mean
 
When people say cycle, they mean the nitrogen cycle.

The nitrogen cycle goes as follows:
Fish and waste create ammonia, which is deadly to the fish >> Nitrosomonas bacteria remove ammonia which produces NitrIte which is also deadly to fish >> Nitrobacter bacteria remove NitrIte which produces NitrAte which is safe for fish.

As a result of the nitrogen cycle, Ammonia and NitrIte are kept minimum.
 
What you need to do is a fishless cycle. This is where you add pure ammonia to the tank, leave it and let the cycle take it's course. Whilst doing a fishless cycle, you have to monitor the ammonia level, the nitrIte level and the nitrAte level, so it would be best to go out and buy a API master test kit which costs around £20. You will also need a bottle of household ammonia which can be purchased from Boots for little more than £1.
