I need to know why my neon tetras are only swimming on the bottom of the tank along with my corys.

Is this some new behavior of some fish that you've had for a while, or are they new fish? If new behavior, check your heater and make sure the water isn't getting cold (or too hot) and they're not hugging the substrate to stay warm (or cool even). Maybe the corys are stirring up something yummy for them.
 
They have been in the tank for about a week or so why aren't they swimming on the top like they do in the aqurium.
 
what else is in the tank apart from the corys? size of the tank? what temp is it set at? what is your maintenance history like? how many neons is there?
 
what decoration/plants do you have in there? If there is not much, they may simply feel more comfortable/safe at the bottom as there is not much to hide in.
 
As above, i found this with Tiger Barbs recently, wouldnt move from about halfway up a 2 foot tall tank.

I added loads of cheap tall plants from a LFS sale to experiment, and it seems they wont swim any higher than the higest plants in the tank. Now i have some that reach about 5 inches under the water surface, they are happy swimming around the top of the tank.
