Fish Stocking On A 35 Litre Tank

I have a new 35 litre tank. It was going to be used as my new QT tank but I have decided to add fish instead and put it in my sons room. He loves looking at the fish.
 
I have an old tetratec ex700 filter which I was going to add to it, but I think I will have to turn the flow down quite a bit,

i'm looking for advise on what fish to stock it with, I would really like a Betta fish, but think that that flow will be too much for it. any suggestions would be appreciated.

Don't know if you can adjust the throughput on those filters, but even if you can, it's still a bit strong for a 35l tank. I'd be inclined to find a small Hang-on Back filter, and use that, then your lad can have his betta.
