Hi I have a 33 gallon and currentely have this in my tank:

1 bala shark
15 neons
2 gournami
3 rosy tetra
3 peppered cory

is this overstocked or conflicted, i was given some of these fish as presents and couldnt turn them down, so do you think this would be okay?

1 bala will not work, they need to be in groups and will quickly outgrow your tank.
 
If you gave me that tank I'd remove the bala shark (they get to a foot long!) and add a couple more each of the cory's and tetra's. If that works out a little overstocked I'd remove a few cardinals to give the others more companions.
 
it may take me some time to rid of the bala, right now its only about 2 inches long, will it take long for it to get up to full size?

OK, rule of thumb is 1" of fish per 1 gallon of water. Measure the size of a fully grown fish and multiply by the number of fish. This works out to:

1 bala shark x 12" = 12 gallons
15 neons x 1.5" = 22.5 gallons
2 Gourami x 2" = 4 Gallons (I am assuming DWARF Gourami's to be kind!)
3 Rosy Tetra x 1.7" = 5.1 Gallons
3 Peppered Cory x 2.5" = 7.5 Gallons

Grand Total = 51.1
Grand Total minus the Bala = 39.1

I am concerned about what type gourami you have because I was assuming dwarf, while the regular ones can get 4 - 5 inches long.

Either way you are over stocked. Definately have to rehome the Bala.

Determine the type of gourami you have.

Will have to rehome some of your other fish. Maybe you can give them back to a fish store? or do like most of us here and get another tank! :D

Also, tetra's and cory's are schooling fish and prefer to be in larger groups of six or more, so if you are thinking about getting another tank, you might want to keep that in mind and get enough room to add some more rosy tetras and cory cats!

The 1" of fish per gallon thing is really only a guideline, and since many of the fish in the tank aren't particularly messy or anything, I don't think it's nearly as overstocked as it sounds if you're considering the 1" per gallon rule.

Personally, I think that if you were to get rid of the bala the tank would be alright, and you could safely bring the number of rosy tetras up to 5 or 6, which they would greatly appreciate. Assuming you have relatively good filtration you could also bring the number of cories up to 5, since none of the other fish are bottom dwellers and there wouldn't be any conflict there.
 
I second what Synirr said. Just make SURE you have good filtration. :) My personal belief is that you need to have filtration going by the inch-per-gallon rule. (30" of fish=filtration for a 30 gallon. 40" of fish=filtration for a 40 gallon) to a certain extent.
