Fish problem

What does it mean if your fish doesnt move his tail. My fish seems to have trouble swimming. I can see that he's not using his tail.
 
Post test results in ammonia,nitrite,nitrate,and ph, what size tank, how many fish and which kind.
 
yes this is the same blue dwarf gourami. He seems to be getting worse. Now all what he does is sits at the bottom of the tank and doesnt move. I have a 3 gallon eclipse tank with only one fish. I got the water tested at my local fish store, and they said that its ok. The water is at 80 degrees. I tried feeding him some green pea mush, but he wont move nor eat. :(
 
I'm afraid if the fish is not eating and laying on the bottom of the gravel, sorry to say dieing.
 
maybe as a last resort you can try some Colloidal Silver. Wuv told me about it and I used it and it seemed to help. She said that she also had experiences of curing all kinds of problems with the stuff, even dropsy I think. You can get it at a health food store. search this site for it and you'll find some info. good luck.
 
Here is my fish now. He seems so helpless! I'll try some of that colloidal silver tomorrow. I hope it helps. THe green stuff next to the fish are pea mush. He didnt eat it though. :-(
