Fish Lost Its Tail Fin

Hi, need help please. One of my young Tiger Barbs has been picked on and his rear tail fin has been completely bitten off.
He is just swimming round with a fleshy stump wound and isnt with the rest of the group.

Would the kindest and safest thing be to put him out of his misery?

Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Is the fish struggling to stay balanced.
I would issolate him.

Thanks for the advice.
I had a good look at him but he really wasnt well. I hadnt got anywhere else to put him and so with regret I felt the kindest thing to do was to put him out of his misery.
