Hopefully someone on here can help me out. Shortly after I bought a fancy guppy, I noticed a huge swarm of very small black "bugs" that seemed to hang out in the gravel and on plants. They had also covered two of my other fish, who quickly died. When I took a small bag of tank water to my LFS to determine what these "bugs" were, the salesperson told me they were fish lice and sold me Life Bearer and Copper Cure. Long story short, the pests kept coming back and I finally had to move all of my fish into a bare bottom quarantine tank and "nuke" their old tank (put in bleach water and crank up the heat for several months).
I thought everything had passed, all of the fish in the quarantine tank seemed to be doing fine. Unfortunately, shortly after I moved my Otto into a new tank, he must have brought something with him; because when I took a plant out of his new tank and put it in my 20 Long, I soon hand ANOTHER swarm of black "bugs"! Since I was out of Life Bearer and Copper Cure, I went to PetSmart and asked about medication for fish lice. This time I bought Parasite Clear. Unfortunately, this does NOT seem to be working AT ALL!
My main question is: can anyone tell me if I actually have fish lice, or is this something different? These bugs are VERY small and don't look like any of the pictures I've seen of lice. They're actually smaller than a sesame seed and can move very quickly.

Tank inhabitants: 2 Salifin Mollies, about 20 Molly fry, 2 Gamusia Affinis
Recent additions to your tank (living or decoration): Male Molly and home grown Water Wisteria (from another tank).
Exposure to chemicals: Parasite Clear
