How long have you had the tank functioning? And is your filter new? And did you add any new fish recently?
Sorry for all the questions. hehe

Hello Kelly and welcome to the forum. :hi:

I'm pretty sure that your fish are very ill when they get to the point where they "lie on the filter". Most likely, they are already almost dead and don't have the strength to pull away from the intake so they get stuck. Do you have a test kit to test your water? If not, take a water sample to your fish store and get them to test it for you. You should also invest in a good liquid master test kit as soon as possible. They are only about $25 at Petsmart. If you have a kit already, what are your readings for ammonia and nitrite? How long has your tank been set up and what fish do you have in it? I suspect your tank isn't cycled and the fish are dying from ammonia and nitrite poisoning. Sorry for all the questions but the answers to those are very important in helping you solve your problem.
