Fish Infection

hi,
I have to treat my tank for infection , is it best to do a water change first or treat asap.
I haven't done a change for 4weeks though.

the infection is two guppies have like small bits of cotton wall on them and one has lost part of its tail.

I could be wrong about this, but the lack of a water change may be the cause of the infection in the first place. I would do a HUGE water change immediately, THEN I would treat. A lot of times, you aren't allowed to do a water change while you are treating to ensure proper dosage of the meds. I would say water change first, to give the fish some cleaner water (also do a strong gravel vacuuming to get as much gunk out of the tank as possible), then dose the meds.
 
I agree with eagle has above ,

its more than likely the infections are caused by poor water quality...
