Noticed the other day one of the neons at work looking a bit washed out and today on the subdued side but still eating.

Is it likely to be neon tetra disease? Have no stats etc. for the tank at work and all the other fish are normal. If it is neon tetra disease would it affect the other fish?

Inhabitants
5 penguin fish
5 diamond neons
1 clown loach (and if it were up to me he would not be there, but it's not)
3 bronze corys
1 golden eyed cichlid (temporary visitor- was bullying my baby ones!)
 
Yes, coloration turning white is an initial symptom of NTD. But this can happen even if the neons are unhappy due to poor water conditions.

Are the tetras backs bending? This is a classic symptom of higher stages of NTD. Neon tetra disease is quite specific to tetras but can infect other species.
