Fish Gasping

came to my mother's house today and her fish are gasping, I have never seen this before, can anyone please help?

If they are at the surface it normally means there is a lack of oxygen in the water, is there plenty of surface agitation? Also make sure the filter is working properly

Need alot more info.
Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia,nitrite,nitrate, and ph.
Fish gasping causes.
Not enough 02 in the tank.,
Bad water quality.
Toxins
Parasites.
