Fish Fungus Problem

My black moor goldfish developed white patches around it's eyes yesterday. Today the white patch extended over it's nose. I did some research on types of fungus and didn't want to spend a lot of money on different medications so I went with the best one I could find, Triple Sulfa. My tank is only 11 days old. I haven't had any ammonia problems until yesterday. I have been doing 25% water changes about every two or three days to keep ammonia under control. It was 2.8 when I tested it today so I did a 40% water change. For the last few water changes I've been adding aquarium salt. All of my other fish are perfectly healthy. I have one other goldfish and three weather loaches. All fish are about 3".

My problem now, though, is that I put my black moor in a fresh quarantine tank with an air stone in it, a pinch of aquarium salt, and the medication, but now my fish is gasping at the surface. I don't know what to do! HELP?!

Water Specs as of this morning and after the water change:

Ammonia 2.8/1.0
Nitrites 0/0
Nitrates 0/0
pH 7.8/7.8
Temp 70

Also note that I have a 20 gallon tank with a 20 gallon HOB power filter by Top Fin. I'm not impressed with the filter so I went today to buy a 50 gallon Marineland Bio-Wheel filter. Should I rinse the bio wheel in the old tank water first? I don't want to lose the bacteria from my current filter... Also, I'm upgrading to a 55 gallon in two months because, yes, I know, my tank is overstocked. In the mean time I've added a few ghost shrimp to help keep the tank cleaner.

I know that the ammonia is too high. I'm already fixing that. That wasn't my question. When I put my fish into the "CLEAN" quarantine tank (zero ammonia), it was gasping at the surface for at least twenty minutes. I have an air stone in the tank with the sick fish so I know it's not a lack of oxygen. The fish has since calmed down and is eating healthily and behaving normally. The fungus has not gotten any better, though, but I suspect I'll just have to be patient with the medication. I'm on day two with Triple Sulfa.

I still have no idea why my fish was gasping at the surface, though???
 
How many gallons is the hosptial tank.
Immediate water change, and check hospital water stats.

You need to upgrade fast with having goldfish.

Give the med time to work.
It sounds like it might be columnaris to me.
Does the white patches look fluffy, or bleahing beneath the skin.
