Maybe a snail? Like a mystery or an apple?

Plecos, Striped raphael catfish, cory's will all do the trick for cleaning a tank

 Not for a one gallon. As for excess food...that's easy...don't over feed. ;)

You could try a ghost shrimp or something. There isn't a fish that could do well in a one gallon for the purpose you want it for.

I ended up getting one ghost shrimp. I think he'll be enough for the job I want done.

If you could find an amono/algae eating or cherry shrimp, they'll do a nice job on your algae. :D (Plus they are more colorful than the ghost shrimp...you'll be able to keep one more shrimp with the ghost in the one gallon).
