Fish flipping from side to side

One of my white skirt tetras is turning horizontally, right then left, and then righting himself. During the flipping he is shaking. What is going on?

Need to know ammonia, nitrite, nitrate, pH, tank size, tankmates, and any recent changes that have been made to your tank.
